Southern Ring Railway Halt: What Commuters Face
After the construction contract was terminated, it became uncertain when the Southern Ring Railway expansion could resume. Rail restrictions between Kelenföld and Ferencváros may remain in place for an extended period, so passengers should check the latest timetable before travelling.

The government is suspending construction of the Southern Ring Railway and terminating its contract with V-Híd, the Ministry of Construction and Transport said in an official statement. Before a new contractor is selected, the structures already completed must be protected and arrangements made for managing the abandoned worksites.
For commuters, the main consequence is that rail and road restrictions will not automatically end when construction stops. The exact date for resuming work is not yet known, so passengers should expect timetable changes and continuing disruption around the worksites for an extended period.
Why is the construction contract being terminated?
According to the ministry, EU funding for the project is at risk because of suspected public procurement irregularities and collusion over pricing. The ministry has therefore decided to suspend the work, terminate the contract and prepare a new public procurement procedure.
It is important to distinguish between an allegation and a legally established infringement: the statement refers to suspected wrongdoing. According to 24.hu’s report, the state will file a criminal complaint and also request proceedings by the Hungarian Competition Authority. The outcomes of these proceedings cannot be prejudged.
Why might the restrictions remain in place?
When construction is left unfinished, it is not enough simply to vacate the site. The unfinished infrastructure must be protected against deterioration, closed or altered areas must be kept safe, and the railway infrastructure must remain continuously operational.
Based on reports by Telex and 24.hu, protecting the unfinished works, transferring operational responsibilities and conducting a new public procurement procedure could delay the restart of construction for years. This is not a precise completion date: the length of the process depends on several technical, procurement and potential legal steps.
The suspension therefore does not mean that previous traffic arrangements will be restored. Some temporary restrictions may be modified, but other closures may still be needed to keep the unfinished site safe.
Which rail passengers are directly affected?
According to information from the MÁV Group, trains can operate on one track rather than the previous two between Budapest-Kelenföld and Ferencváros. This section is important for several Budapest, suburban and long-distance services, so the reduction in capacity may affect passengers across a wider area than its immediate surroundings.
The official railway notice also lists Budapest Keleti station and suburban and long-distance services on the Győr, Pécs, Székesfehérvár and Dunaújváros lines among those affected. Passengers on these routes may encounter changes beyond the immediate vicinity of the worksite: a bottleneck can also affect connections and train turnaround times.
How should passengers plan rail journeys?
While restrictions remain in place, passengers should check MÁV’s latest timetable notices before every departure, especially on working days and during peak hours. A familiar departure time does not in itself guarantee that a train will operate to the same timetable or on the same route.
- Check the track closure information for the specific service.
- Allow more time for connections when changing trains.
- Before an important appointment or long-distance connection, consider taking an earlier service.
- Regular commuters should identify an alternative interchange point in Budapest in advance.
- Information on station displays and public address announcements may supersede a previously saved itinerary.
These are general planning considerations, not timetable instructions for a specific day. Actual departure and arrival details should always be checked against official information published close to the time of travel.
What is known about road closures?
There is not yet a single street-by-street diversion plan for the period following the complete suspension of work. It is therefore not possible to responsibly recommend one alternative route that will be suitable every day.
People travelling near the worksites should check current traffic information before setting out rather than relying solely on their usual route. Navigation apps can help identify current congestion, but temporary traffic arrangements, signs at the location and official road closures must always be observed.
Anyone able to choose between rail and car should base that decision on the situation that day. Suspending construction does not mean a rapid return to previous conditions for either mode of transport.
What will happen to the work already completed?
Protecting unfinished structures against deterioration is a technical task in its own right. The worksite must be kept safe while ensuring that operational rail and road links remain usable. Some activity may therefore continue at the site even though the original construction work is no longer progressing.
According to HVG’s report, when the announcement was made, the project was 42 per cent complete in technical terms, and there was discussion of recovering an outstanding advance payment of HUF 57 billion. These financial and technical figures provide context for the termination of the contract, but do not in themselves indicate when full construction could resume.
What could happen after the contract is terminated?
Based on the ministry’s statement, preparations for a new public procurement procedure are expected. Before that, however, the work already completed may need to be assessed, the technical condition documented, preservation tasks identified, and accounts settled in connection with terminating the contract.
The time required cannot be estimated accurately, partly because legal disputes may arise alongside the procurement and technical steps. Any legal action by the contractor may also affect how the situation develops, but its consequences cannot be predicted with certainty.
For passengers, following current traffic arrangements is therefore more important than focusing on a distant target date. MÁV’s notices can provide reliable guidance for rail travel, while official closures and signs at the location should be followed on the roads.
Flexible travel plans may be needed for some time
The suspension of Southern Ring Railway construction will not immediately remove the existing transport restrictions. Single-track rail operations affect several important suburban and long-distance lines, while road diversions may change according to conditions at the worksites.
The safest strategy is to check regularly, allow extra time for connections and plan at least one alternative route in advance. As the timing of the new public procurement procedure and the actual resumption of work remains unknown, commuters may need flexible travel plans for an extended period.
