M49 to Romanian border: first section due in 2026

Construction of the border-area section of the M49 expressway is set to continue under a new timetable. According to Portfolio, the target date for the 17.6-kilometre second phase is 30 June 2029. The first phase between the M3 motorway and Ököritófülpös is expected to open in autumn 2026. Here is what that means for travellers heading towards Satu Mare.

It has been decided how construction of the M49 expressway can continue to the Romanian border. According to Portfolio’s report of 27 September 2026, the fate of the project’s second phase has been settled. The new target date for the section between Ököritófülpös and Csenger, leading to the Romanian border, is 30 June 2029. We summarise what is being built, when it may be completed, and what all this could mean for people travelling in eastern Hungary and towards Satu Mare.

What was decided at the end of September?

Portfolio, citing Dávid Vitézy, reported that the fate of the road construction project described by the paper as worth HUF 190 billion had been decided, and that the M49 will be built to a new timetable. According to the paper, the new deadline for the handover of the second phase is 30 June 2029.

The decision therefore does not launch a new road construction project. What changes is the financial scheduling of the already contracted construction. The transport news portal iho.hu also summarised the development by saying that construction of the M49 can now continue to the Romanian border.

Two phases, two deadlines: how the M49 is being built

It is worth treating the M49 as two separate projects. In the press it is often presented as a single investment of roughly 45 kilometres, but the government investment database (beruhazas.gov.hu) lists two phases:

  • Phase I – between the M3 motorway and Ököritófülpös: according to the project data published on beruhazas.gov.hu, it is 28.2 kilometres long and includes 4 grade-separated junctions and 22 structures.
  • Phase II – between Ököritófülpös and Csenger (state border): according to the government investment register, this is a 17.6-kilometre, 2x2-lane expressway. The contractor is Duna Aszfalt Zrt., and the net contract value is HUF 141,925,529,217.

Together, the two sections add up to 45.8 kilometres, which corresponds to the roughly 45-kilometre length mentioned in the press. According to Portfolio’s report, the first phase is expected to be handed over in autumn 2026. Traffic may therefore gain an expressway connection as far as Ököritófülpös first, while the section to the border, under the current plans, will only be completed by mid-2029.

It is also worth distinguishing between the figures. The official register gives the net contract value of the second phase, while the HUF 190 billion mentioned in Portfolio’s headline is the paper’s wording. The two are not the same metric, so they should not be compared directly.

Why did the financing need to be rescheduled?

According to reports by iho.hu and Portfolio, the rescheduling was needed so that the state could avoid late-payment interest owed to the contractor, Duna Aszfalt, and cost overruns. In a major investment project, depending on the contractual terms, additional costs may arise if the client cannot provide the construction site or the financial resources on time.

According to iho.hu, the timetable was also affected by delays in land acquisition. Based on the outlet’s report, the land acquisition and preparatory processes took more than three years instead of the originally planned 20 months. According to the report, this also helps explain why the border-area section could not proceed to the original schedule.

From readers’ point of view, the rescheduling mainly means greater predictability. There is a specific, publicly stated target date against which further progress can be measured.

The Romanian side may also be completed by 2029

An expressway leading to the border brings the greatest benefit if drivers also find a high-speed continuation on the other side. According to a report by Maszol.ro, on the Romanian side the construction contract for the Satu Mare–Óvári section has already been signed, and the completion of the works is planned for spring 2029.

If work progresses according to plan on both sides, the two projects could be completed at roughly the same time. By mid-2029, this could create a continuous expressway connection between the M3 motorway and the Satu Mare area. In major infrastructure projects, however, deadlines may change, so target dates should be treated as plans rather than guarantees.

What does all this mean for travellers?

In the short term, the first phase expected in autumn 2026 may bring a change. After leaving the M3, drivers will be able to continue on an expressway as far as Ököritófülpös, which could make travel easier for those heading to the eastern part of Szabolcs-Szatmár-Bereg County.

Near the border, however, the existing road network will still have to be used until 2029. For journeys towards Transylvania and Satu Mare, the full time saving may therefore only be felt after the second phase and the Romanian section are completed. The actual travel-time saving can be assessed precisely only after the handovers and once the final traffic arrangements are known.

A few practical points to keep in mind until the handovers:

  • It is worth following official announcements for the exact opening date of the first phase, because expected dates may still change in the final weeks.
  • Before the opening, it is worth checking the toll rules for the new sections, so that the road-use authorisation covers the correct road and category.
  • It is always worth checking the current border-crossing rules and the opening hours of border crossings before travelling.
  • Because of the construction works, temporary traffic restrictions can also be expected in the border area.

In brief: what will be completed, and when?
